《天问》作于何时何地，至今仍是千古之谜。若将《天问序》与同治《益阳县志》：“相传屈原作《天问》于益阳之桃花江”的记载加以比较，就可发现上述记载显然来自沅湘之间的民间传说。屈原的“放流”，应是身负朝廷使命，执行游说“湘西之濮”诸部族等“蛮方”方国同心同德抗敌救国的使命。

If you compare the “Preface to the Order” with the records of Tongyi “Yiyang County”: “Legend of Qu Yuan” and “Peach Blossom River in Yiyang”, you can find the above records apparently came from the folk legend between Yuanxiang. Qu Yuan’s “letting go” should be shouldered by the imperial court and the mission of lobbying “tribal ethnic groups in western Hunan” and other “barbaric” parties to unite their support and save the nation by enemies.
