1987年,我县将中砥、仙溪和冷市三个基层供销社的自然门店实行租赁经营,租赁期三年。从三年的实践看,由于“上交租赁费后剩余的都是自己的,完不成的要由承租人赔偿”,看得见、摸得着,“吹糠见米”,因而调动了承租人的经营积极性。但因缺乏经验,在执行中也暴露了一些问题,主要是: 1.租赁费偏低。出租方在确定租赁费时,一般是根据租前几年的利润完成情况,沿用基数法确定的。从发现的问题看,一般都存在租赁费基数和递增比例偏低的现象。
