他山之石,可以功玉。美国联邦政府早在1993年开始的政府绩效管理已经成为世界各国政府纷纷效仿的标杆,其关键成功因素在于将政府绩效管理与公务员绩效管理相结合的运作体系。目前,我国中央政府要求地方各级政府“加强考核监督,鼓励支持第三方机构对政务公开质量和效果进行独立公正的评估”。第三方评估的实行将“倒逼”政府公务员执行力绩效,并要求将组织层面绩效管理与公务员绩效管理相结合,提升公众满意度。
