序言区域卫生综合效益的评价是一项十分重要而又十分困难的工作。即使在国外,也没有哪一个国家可以提供现成的经验。但是从我国卫生改革和发展的需要来看,这项工作必须提到各级卫生管理部门的议事日程上来。区域卫生发展研究所的成员单位四平、沙市、洛阳、阿城和苏州等市,在健康报理论部的组织协调下,大胆地开展了这个课题的研究。近一年来,这些市组织人力进行了大量的调查研究工作,并在有关专家的协助下,完成了第一阶段的区域卫生综合效益评价工作,提供了一批有一定价值的调查报告。这里之所以说它有一定价值,一是,他们已经探索出一条区域综合效益评价的路子,就是按照卫生资源的投入到产出的全过程,分析了该地区卫生资源筹集与利用的现状。二是,他们初步探索出一套可操作的评价指标,他们运用这些指标对各自区域里的卫生资源配置进行有说服力的描述。三是,通过评价工作,他们已经开始制定能够提高卫生资源使用效益的对策,尽管这些对策可能受到体制上的制约,但这些对策作为改革的主攻方向,它可以为全国卫生改革的深化先迈出一步。当然,这些市的研究仅只是开了个好头,还有大量的工作需要去做,许多难点要进一步探讨,但是可以肯定地说,他们现在所取得的成果,是具有推广意义的。 Preface The evaluation of regional comprehensive health benefits is a very important and very difficult task. Even abroad, no country can provide ready-made experience. However, judging from the needs of China’s health reform and development, this work must be mentioned on the agenda of health management departments at all levels. The members of the Regional Health Development Research Institute, Siping, Shashi, Luoyang, Acheng, and Suzhou, under the coordination of the theory of the Health News Theory Department, conducted bold research on this topic. In the past year, these cities organized manpower to carry out a large number of investigations and research work. With the assistance of relevant experts, they completed the first phase of comprehensive evaluation of regional health benefits and provided a number of investigative reports with a certain value. First, they have explored a way to evaluate the comprehensive benefits of the region, that is, according to the whole process of inputting and outputting health resources, the status quo of the collection and utilization of health resources in the region was analyzed. Second, they initially explored a set of operational evaluation indicators. They used these indicators to make convincing descriptions of the allocation of health resources in their respective regions. Third, through the evaluation work, they have begun to formulate countermeasures that can improve the effectiveness of the use of health resources. Although these countermeasures may be constrained by the system, these countermeasures are the main direction of reform and can be used to advance the nation’s health reforms. step. Of course, studies in these cities have only just made a good start. There is still a lot of work that needs to be done. Many of the difficulties need to be further explored, but it is safe to say that what they have achieved so far is of general significance.
