193 9年 1 1月 3 0日爆发的苏芬战争实质上是苏联在第二次世界大战之初为贯彻“避战自保”政策而采取的重要行动之一。英国政府出于战略上缓和与苏联关系的需要 ,在对苏政策上从一开始就采取谨慎态度 ,极力避免卷入与苏联的军事冲突 ;在国际联盟介入苏芬冲突后 ,英国坚持反对制裁苏联的动议 ,1 2月 1 4日投票支持国联开除苏联并非英国本意。英国在苏芬战争期间始终没有采取直接针对苏联的军事行动 ,其结果不仅避免了英苏关系恶化 ,而且在客观上为日后英苏走向联盟留下了余地。
