全区六千万人口地区的土地改革开始了。这是全区的头一等的战斗任务。没有全区当政军民集中精力,共同推动,这个任务的良好完成是不可能的。最近发现在这个紧张的任务中,各地下级组织力量分散的现象十分严重,并且业已影响了运动的开展。这个毛病从那里来的?可以肯定,它不是来自下级而是发源于上级领导机关的平均主义工作作风。在今秋整风中,当政民各系统的上级领导机关,都会认真地检查过自己的领导,开展了批评与自我批评。那时即已发现,比较普遍、比较突出的缺点,是「上下脱节」现象。上级任务提的多,会议开得多,指示发得多,干部堆得多;而下级工作基础差,人手少,事情办不了,也不好办。
