Malta is an island nation located in the central Mediterranean, opposite Tunisia and Libya in North Africa. In 1980, Malta disputes with Libya on the issue of oil exploration in the sea area. Malta calls for the exercise of jurisdiction over waters 98 nautical miles south of its coast, including the oil resources of Medina Beach, 68 nautical miles southeast of it. Libya is claiming two thirds of all the sea off the 65.5 nautical miles south of Malta. Although the two countries signed a special agreement on dispute settlement, in 1981 Libya also proposed a new condition that both sides should not engage in drilling activities in disputed areas until the judgment of the International Court of Justice was reached. Malta considers this condition unacceptable.
