天津市委科工委结合考察领导干部的实际需要,引入CPM量表,编制了具有综合分析和打印图表功能的信息处理软件,建立了选拔与训练两种策略相结合的领导行为评价系统。它从领导行为角度测量反映领导者影响力(C)、能力(P)与维系力(M)及反映部下士气、工作态度及班子领导功能发挥效果的八类情境因素,通过反馈、决策、组织开发等程序形成良性循环来改善领导工作。在大规模评价基础上,建立从宏观上描述领导行为特征、班子结构类型和管理情境比较的系列汇总曲线及班予最佳结构模式,不仅为单位自行开展诊断和上级部门考核、调整、培训各级班子提供了量化依据,而且为深入研究班子合理结构、改善和强化班予群体效能及从宏观上向有关部门提出政策建议开辟了新途径。
Tianjin Municipal Committee of Industry and Technology Committee combined the actual needs of leading cadres, introduced the CPM scale, compiled an information processing software with comprehensive analysis and graphing functions, and established a leadership behavior evaluation system that combines the two strategies of selection and training. From the perspective of leadership behavior, it measures eight types of situational factors that reflect leadership influence (C), ability (P) and retention (M), and reflect the effectiveness of the subordinates’ morale, work attitude, and team leadership functions through feedback, decision making, and organization. Development and other procedures form a virtuous circle to improve leadership. On the basis of large-scale evaluation, a series of summary curves that describe the characteristics of leadership behaviors, team structure types, and management contexts on a macro level and the best structure model for classes are established, not only for the units themselves, but also for the assessment, adjustment, and training of higher-level departments. The grading team provided the quantification basis, and opened up new ways for the in-depth study of the reasonable structure of the team, the improvement and intensification of the effectiveness of classes and the proposal of policies from the macro level to relevant departments.
