市场经济的发展和预算环境的变化使得现行预算会计无法满足公共财政管理的需要，预算会计改革要求重新明确预算会计的分类。本文从社会环境的变化、政府管理体制的改革、民间非营利组织的出现等几个方面入手，对预算会计进行了四个方面的重新分类。
