对油田开发管理绩效进行科学评价有助于各油田提高管理决策水平,实现油田持续发展。构建的油田开发管理绩效的评价指标体系包含产量完成率、储量替代率、开发成本、产能建设达标率、新区达产率、自然递减率、含水上升率和油水井利用率等8个具体指标,分别反映了油田开发管理的关键成果、生产持续性绩效和过程控制绩效,能够较为全面、客观地反映油田开发生产管理绩效。基于理论与应用基础成熟、机理互补、评价客观全面等原则,提出了综合指数法、主成分分析和数据包络分析等3种油田开发管理绩效单一评价模型,并对其进行组合,构建模糊Borda模型以实现单一评价模型结论的一致化,同时给出各模型的具体评价步骤。对某石油集团公司下属的11家油田的开发管理绩效进行评价实证,验证了上述指标体系与模型的可行性,为油田开发管理绩效评价提供了思路与方法。
Conducting a scientific evaluation of the performance of oilfield development and management will help each oilfield to improve its management decision-making level and achieve sustainable development of the oilfield. The evaluation index system for the performance of oilfield development management includes eight specific indicators including yield completion rate, reserve replacement rate, development cost, production capacity compliance rate, new district production rate, natural decline rate, water cut rate and oil and water well utilization rate. Which respectively reflect the key achievements of oilfield development and management, production sustainability performance and process control performance, which can reflect the performance of oilfield development and production management more comprehensively and objectively. Based on the principles of maturity of theory and application, mechanism complementation and objective and comprehensive evaluation, three evaluation models of performance management of oilfields, such as comprehensive index method, principal component analysis and data envelopment analysis, are proposed and combined to construct Fuzzy Borda Model in order to achieve the consistency of the conclusion of a single evaluation model, and give the specific evaluation steps of each model. This paper evaluates the performance of development and management of 11 oilfields under the control of an oil group company, verifies the feasibility of the above index system and model, and provides ideas and methods for the performance evaluation of oilfield development and management.
