目的 评价深圳市社区卫生服务发展的成绩和效果。方法 以世界卫生组织倡导的绩效评价理论为依据, 通过对深圳市社区卫生服务发展历史的回顾和现场调查分析, 对社区卫生服务的供给能力、技术效率、配置效率、公平性、就诊费用、满意度和反应性等进行系统研究和评价。结果 深圳市以社区卫生服务中心和医院为主题的卫生服务“二级网”模式已经形成, 居民对社区卫生服务利用处于相对较高水平, 初步形成了“小病在社区, 大病去医院”的病人流向格局, 居民对社区卫生服务反应性和满意度较高, 仍存在提升空间。结论 深圳市社区卫生服务已经取得一定成绩, 初步完成了政策设计的预期目标。
Objective To evaluate the achievements and effects of community health service development in Shenzhen. The method is based on the performance evaluation theory promoted by the World Health Organization. Through the review of the history of community health service development in Shenzhen and the on-site investigation and analysis, the community health service supply capacity, technical efficiency, configuration efficiency, fairness, cost of visits, satisfaction Degree and reactivity are systematically studied and evaluated. As a result, the “secondary network” model for health services in Shenzhen has been formed with the theme of community health service centers and hospitals. Residents’ use of community health services is at a relatively high level, and a “small disease in the community and a serious illness to the hospital” has initially formed. With the pattern of patient flow, residents are more responsive and satisfied with community health services, and there is still room for improvement. Conclusion The community health service in Shenzhen has achieved certain results and has initially completed the expected goals of policy design.
