Kiev Time At 21:00 on April 21, 1999, Ukraine and Russia jointly won the first successful launch of a new launch vehicle “Dnepr” No. 1 at the Baikonur Space Center in Kazakhstan. The new rocket “Dnepr” No. 1 is a converted military-to-civilian carrier based on the former Soviet-made intercontinental ballistic missile SS-18.
