中国房地产市场脱胎于传统的经济集权控制体制,某种意义上讲,中国房地产市场的成长过程,也就是经济管制松动、退却乃至被“新经济规则”逐步取代的过程。然而,我们应当清醒地看到,这个过程至今尚未完成,正在形成之中的“经济规则”既非市场规则,也非计划规则,而似乎是试图在行政垄断和市场效率之间寻求平衡和妥协的产物。这就决定了变革中的中国房地产市场的最大特色是:行政垄断力量在房地产市场供需双方的较量和博弈中居于主导地位,进而在房地产价格的形成过程中发挥着不可或缺的特殊作用,
In a sense, the real estate market in China grew out of the traditional centralized economic control system. In a sense, the growth process of China’s real estate market is the process of loosening, retreating and even replacing the “new economic rules” with economic control.
