本文回顾了“9.11”事件之前的美国航空保安情况,分析了“9.11”事件当中暴露出来的情报分析、旅客审查、安检工作、机上保安等问题,这些问题的存在使得美国航空保安系统未能有效防止“9.11”事件的发生。“9.11”之后美国通过了《航空与交通保安法》,组建新的航空保安机构——交通保安局,从各个环节全面强化航空保安措施。我国应当吸取美国航空保安发展当中的经验教训,完善我国航空保安立法,健全航空保安系统,全面提高航空保安水平。 This paper reviews the situation of American aviation security before the September 11 incident and analyzes such issues as intelligence analysis, passenger examination, security inspection and on-board security exposed during the “9.11” incident. The existence of these problems makes American Aviation Security System failed to effectively prevent “9.11 ” incident occurred. After “9.11”, the United States passed the “Aviation and Traffic Security Law” and set up a new aviation security agency, the Traffic Security Bureau, to comprehensively strengthen aviation security measures in all aspects. China should draw lessons from the development of aviation security in the United States, improve our aviation security legislation, improve the aviation security system and comprehensively improve the aviation security level.
