本文通过对山东省536位农民参加社会养老保险情况的调查问卷进行分析发现,在现有的经济条件下,农民个人的收入水平仍然是制约农民参保积极性的重要因素之一,但随着农村经济的发展和农民人均纯收入的不断提高,这一因素的制约力度将越来越弱,而国家和各级政府对农村社会养老保险工作的重视和扶持力度、农村社会养老保险制度本身的健全和完善,以及制度执行的规范和安全将越来越成为影响农民参保积极性的重要因素。
