司法社会工作是司法体制转型的产物。司法社会工作制度建设的特征是:自愿性与强制性双重特性;以体制内为主导,体制内与体制外双重模式并进;专业化社会工作与非专业化社会工作双重路径发展。制度环境通过为司法社工提供激励和约束机制、机会结构的方式影响着司法社工的发展状况。其发展路径是在借鉴国际经验的基础上促进司法社会工作的本土化,发展民间组织;财政支持来源多样化;走复合型人才培养之路。 Judicial social work is the product of the transformation of the judicial system. The construction of the system of judicial social work is characterized by the dual characteristics of voluntariness and compulsion; the dual mode of internalization within the system and dual system outside the system; the dual path of specialized social work and non-professional social work. Institutional environment influences the development of judicial social workers by providing incentives and restraint mechanisms for judicial social workers. Its development path is to promote the localization of judicial social work based on the reference of international experience and to develop non-governmental organizations; the diversification of sources of financial support; and the path of compound talents training.
