Based on the research achievements of P.C. Hughes, the modal identity of flexible spacecraft and its inertia completeness criterion for the reduction of dynamic model are strictly proved and applied. The full text expatiates on the physical concepts of the physical concepts such as flexible core, momentum coefficient, angular momentum coefficient, constrained mode and unconstrained mode and their related identities in detail. The complete proofs of the main modal identities are given. The spacecraft based Frequency estimation formula; at the same time through an example to explore these identities of engineering applications.
