介绍了公共物品的概念，运用公共物品理论中的物品属性标准对我国铁路资产进行分类；由此得到对我国铁路改革的启示：对不同物品属性的铁路资产产权制度理想模式的确立，依据以上分析对我国铁路运输管理体制中的问题进行剖析，最后对我国铁路进一步深化改革给出切实可行的政策建议。
