In November 1997, based on the “International Agreement on Product Allocation” signed in Washington, all preparations in the North Caspian Sea were for oil exploration. The first oil well in Kashgar was drilled in October 1998. To this end, the participant of the North Caspian Sea program, “Kazakhstan Caspian Sea Shelf”, together with seven international oil companies, established OKHOK, an executive company. The executive company will manage all production processes with the support of Bautino, the offshore base that is being established in the nearby town of Atyrau. The plan was sent to Almaty as soon as it was signed. At the same time, a management committee was established under the leadership of OKHOK Managing Director George Bella.
