发展养老服务业,必须立足“未富先老”的国情,坚持营利性服务产业、非营利性服务事业和保障性公共服务分类协同发展的多元思路。为此,必须抓紧落实全面深化改革和简政放权的决定。一方面,创新宏观管理机制,简化前置审批,强化事中事后监管;另一方面,着力推进分类管理,营造公平法治政策环境,充分调动全社会力量,推动养老服务业包容性发展。
