党的十八届三中全会以来,党中央和国务院对深化财税体制改革,实施全面规范、公开透明的预算制度,作出了一系列部署。2014年,市人大常委会开展了改进我市预算管理制度的专题调研,从理清政府和市场的关系、统筹安排财政支出、完善预算体系和市与区县的财政体制等四个方面提出了18条具体意见。 Since the Third Plenary Session of the 18th CPC Central Committee, the CPC Central Committee and the State Council have made a series of arrangements on deepening the reform of the fiscal and taxation system, implementing a fully-regulated and open and transparent budget system. In 2014, the Standing Committee of the Municipal People’s Congress conducted a special survey on improving the budget management system in our city and put forward four aspects: clarifying the relationship between the government and the market, making overall arrangements for the financial expenditure, and improving the budget system and the financial system in the cities and districts 18 specific comments.
