随着我国市场经济的逐步完善,生产要素在地区间的流动摆脱了计划经济时期的政策性约束;国家对地方的分权让利政策;经济体制改革中不断壮大的国有企业与民营企业对生产资料和统一市场的极度渴望等客观原因都促进了地区政府之间的交流。此外由于各地政府之间的经济差距,优势互补性也促进了政府间相互协作,共同发展。目前我国已形成三大经济圈:以上海为龙头的“长三角”、以港深穗为中心的“珠三角”和以京津为核心的环渤海地区。西北、西南、华南——西南各省及地区的协商和合作也正在加强。

The consultation and cooperation in the northwest, southwest and south China-southwest provinces and regions are also being strengthened.
