观音阁水库碾压混凝土的施工质量保证体系有三个方面，即有健全的组织机构、实施三检制和质量等级评定制度．施工质量管理措施有，建立健全规章制度、质量风险抵押金制度、总经理质量特别奖、质量事故处理等．碾压混凝土原材料质量检验与控制主要指的是，水泥、粗细骨料、外加剂质量检验和控制．混凝土拌和物的质量控制，主要是针对拌和物的温度、ＶＣ值而言．硬化混凝土的质量检验有标准试件和坝体芯样检验．
