At present, there are still controversies regarding the division of labor within the prefecture (municipal) level epidemic prevention stations and the establishment of departments. Some scholars maintain that the division of labor at the prefectural (municipal) level health and epidemic prevention stations should not be fine, and that comprehensive management of large departments should be implemented. Some scholars have argued that professional division of labor should be meticulous and specialized management should be implemented. This paper starts from the basic national conditions of our country and focuses on the issue of the establishment of the department of health (episode and epidemic prevention) stations at the city (city) level.
