Anti-drug is already a worldwide problem. According to statistics of the United Nations, there were nearly 200 million drug addicts in the world in 1998 alone, and the global annual illegal drug trade amounted to 1 trillion US dollars. In addition, according to the “Sino-Shanian Drug Abuse Prevention Symposium” held in Beijing in November 2000, China has nearly 700,000 registered drug addicts in 2000.
