当前,我国医改工作正逐步从试点探索、单向突破转向系统配套、全面推进。福建省三明市作为国家城市公立医院综合改革试点,早从2012年起就以节约使用医保资金作为起点、以降低药品耗材支出为调整医疗服务价格创造改革空间、以医务人员人事薪酬和绩效考核制度改革为实现路径,开展“医药、医疗、医保”三医联动的公立医院综合改革,创造出了有价值的医药卫生体制改革经验。自2015年被列为全国综合医改试点
