企业在整个经济体中是个最活跃的细胞。过去的经济机制,使企业只注意生产和发展速度,不关心科学技术,只在技术的低水平上发展,没有活力。要使企业充满活力,一在管理体制方面要进行深刻的变革;二在科学技术方面要采取相应的措施,即大力发展厂办科研。一、厂办科研的作用就青岛情况而言,近年来,工厂企业办科研,逐渐引起企业决策者的重视,到1980年底,全市建立厂办科研机构435个(其中,研究所92个,室109个,组234个)占全市工厂企业总数的32％,总人数4600余人,形成了科技战线上的一支民兵队伍。据统计,蓬勃发展时的1979年,全市实现的207项科技成果,有67％是厂办科研机构完成的;1980年全市奖励的56项重大科技成果中,厂办科研机构受奖占55.3％。厂办科研机构以它灵活、自主和群众性的特点,成为联接科技和生产的接口,可以在为科技向生产力转化中,发挥四个作用,实现三个转移,显示强大的生命力。
