城市交通问题归根到底还是一个需求和供给平衡的问题,在机动车保有量持续快速增长和城市路网容量提升空间有限的双重约束下,解决城市交通拥堵的方式已由单纯的交通基础设施硬件建设向交通系统优化的软件管理转型。交通控制与诱导系统作为智能交通的两个子系统,从时间和空间两个方面共同影响着交通流模式的演变。对于某一个特定的区域,在交通流特征分析的基础上,研究两者之间的内在规律,通过适当的诱导策略与控制方案的选择,对智能交通系统规划和建设、提高路网使用效率、提升城市交通管理水平方面有重要的理论价值和实际意义。
