My initial ambition was to provide a typology of legal process for those who sought to understand the complex ways in which countries in the world administer justice. I constructed this typology from the material provided by the different ways people view government structures and government functions. In doing so, I believe that the two political factors, the structure of the government and the function of the government, largely affect the environment in which the rules of procedure are developed and, as a result, largely determine the basic design of the procedural system. However, I also hope that my discussion of the bureaucratic ways of organizing and the different ways people view government roles will help to draw attention to the fact that clauses appropriate to the operating conditions of a procedural power have been transplanted to another environment Problems that may arise.
