综合经营生产是搞好水利管理工作的“两个支柱”之一。随着“加强经营管理,讲究经济效益”方针的深入贯彻和落实,对于要不要搞综合经营已经没有疑义了。但如何搞得更好,从我们青年水库的实践看,需要解决的问题很多。而定额管理如何则是经营成本高低,发展速度快慢,对国家贡献大小的关键一环。过去,我们水库经营的生产项目并不少,但由于不注意经济核算,定额确定不合理,结果承包者个人拿大头,国家拿了小头,管理处拿了赔头。仅一九八四年就亏损了二万四千多元,造成了职工思想混乱,水库经济危机,不得不靠贷款维持简单再生
