近年来,从国务院国资委到各级地方国资委,都将调整和优化国有资产布局和结构,发展壮大一批具有雄厚实力、竞争力的大型国有企业集团做为战略性目标。地方国企兼并重组与央企相比较有其特殊的难点,尤其是一些老的地方国企,承担很多的社会责任,历史包袱沉重,运行机制和思想观念落后,如何看待现阶段地方国企兼并重组的特点及如何向规范化、市场化转变,需要专门的探讨。
