以项目管理为切入点,提出了融合效率与效力的R&D项目绩效评价标准,明晰了二者的内涵与异同点,并阐释了其在R&D项目绩效评价中的关系。针对R&D项目活动的过程特征,构建了基于DEA的融合效率与效力的R&D项目绩效评价模型。通过对我国大陆30个省、市、自治区(西藏除外)大中型工业企业R&D项目绩效的评价分析,结果表明存在一定的地区差异,且存有较高程度的“效率陷阱”循环倾向,指出R&D项目应当与企业发展目标、客户需求相一致,不能依靠增加R&D资源却实施数量多、效力低的R&D项目,需要从“质”上进一步提升R&D项目的效益。
Based on the project management, this paper puts forward the performance evaluation standard of R & D project that integrates the efficiency and effectiveness, clarifies the connotation and similarities of the two, and explains its relationship in the R & D project performance evaluation. According to the process characteristics of R & D project activity, a performance evaluation model of R & D project based on DEA is constructed. Through the analysis of the R & D project performance of large and medium-sized industrial enterprises in 30 provinces, municipalities and autonomous regions (excluding Tibet) in mainland China, the results show that there are some regional differences and there is a high degree of “efficiency trap” cycle tendency, It points out that R & D projects should be consistent with enterprise development goals and customer needs. R & D projects that can not be implemented by increasing R & D resources but with low efficiency and low efficiency need to further enhance the benefits of R & D projects.
