中国社会的快速转型变革迫切需要把提升公共领导力纳入MPA教育培养的方向。第一,本文界定了公共领导力的概念并提出其涵盖的战略决策、监督执行、沟通协作、危机管理及变革创新五项要素;第二,对国外6所名校的MPA培养目标进行了比对分析,发现突出公共领导力培养、形成独特领域的领导力、推动公共领域的变革是这些高校普遍关注的要点;第三,通过网络调查的研究方式,根据对公共领导力重视程度的不同,将我国现有MPA培养单位的目标定位划分为全国宽泛性、现代管理者、特定管理者、公共领导者四类;第四,回顾了清华MPA公共领导力培养目标的形成及其理念纳入整个培养体系的过程,并通过问卷调查了学生及用人单位的态度,发现83%的学生认可清华的培养目标,78.6%的用人单位认为受教育后员工的工作绩效提升较大;第五,从公共领导力培养目标设定的原则、培养体系构建的方法及步骤等方面提出了的建议。
The rapid transformation and transformation of Chinese society urgently need to improve the public leadership into the MPA education and training. Fourthly, the author reviews the formation of Tsinghua MPA public leadership training objectives and their concepts into the whole training system Of the students and employers surveyed by questionnaire, found that 83% of students recognize Tsinghua training objectives, 78.6% of employers think that the work performance of employees after education greatly improved; Fifth, from the public leadership Training objectives set the principle of training system to build methods and steps made recommendations.
