基层干部队伍干事创业的热情高低直接影响基层事务发展的好坏,调研数据显示当前基层干部队伍工作积极性整体水平不高,干事创业劲头不足,主要原因表现在六个方面:一是选人用人机制不够健全,干部提拔重用的正面效应不明显;二是职级职务晋升制度不够合理,岗位管理办法不够科学;三是考核评价机制不够科学,考评结果运用效果欠佳;四是干部交流机制不够健全,工作活力不断减退;五是权责关系不完全对等,社会认可难度大;六是思想教育跟不上时代步伐,人文关怀落后于情感需要。
The enthusiasm of grassroots cadres and staff entrepreneurship has a direct impact on the development of grassroots affairs. According to the survey data, the overall grassroots work enthusiasm of the grassroots cadres is not high at the moment, and the cadres’ entrepreneurial momentum is not strong enough.
