“可信的发行数是报业的立业根本。”美国报纸所有发行数必须是遵循美国发行量审计局(Audit Bureau of Circulations, ABC)的规章统计而来。发行量审计局是一个报业市场监测机构,成立于1914年。它制定有关发行数的相关规章是国际上较为通行的一种报刊发行量认证制度,也称为ABC制度,得到世界许多国家的承认。另一种在世界范围得到认可发行数审计制度称为BPA即“国际媒体认证公司”(Business ofPerforming Audit),成立于1931年,1998年改为现名,也是国际公认的媒体发行认证机构。美国报业的年收入在550亿美元以上,其中绝大部分收益来自广告,而其广告的定价基准就是报纸的发行量。经常在媒体做广告的人又称为媒体购买者。一些媒体购买者已经担心这些报纸在发行数上弄虚作假的行为已经扩展到别的报业公司。不少的媒体购买者在追问,“这是否只是问题的冰山一角?”

People who advertise frequently in the media are also known as media buyers. Some media buyers have already feared that these newspapers falsified distributions to other newspaper companies. Quite a few media buyers are asking, ”Is this just the tip of the iceberg?"
