随着生活水平的提高,人民对更安全食品的要求也日益强烈。我国当前存在着关于食品安全监管的几大认识误区,如认为食品行业小散乱是中国食品安全事件频发的主要原因;分段监管体制是中国食品安全监管的痼疾所在;解决食品安全问题在于加强市场准入等。实际上,缺乏风险管理的意识,对食品风险的传递链条认识不足,没有将食品安全的责任传递给最有能力承担风险的一方以及过度依赖政府的行政监管力量才是我国食品安全监管的深层次问题所在。要突破困境,必须加强对大企业的监管能力,强化企业责任;组建中央垂直管理的风险评估机构;形成互补式监管网络以及调动社会力量分担食品监管责任。
With the improvement of living standards, the people’s demand for safer foods is also getting stronger. There are several misunderstandings about food safety regulation in our country. For example, it is thought that the small mess in the food industry is the main reason for the frequent food safety incidents in China. The fragmented regulatory system is the crux of China’s food safety regulation. The solution to the food safety problem lies in strengthening Market access and so on. In fact, the lack of awareness of risk management, insufficient understanding of the chain of food risk transmission, the failure to pass on the responsibility of food safety to the party that is most capable of taking risks and the over-reliance on the government’s administrative supervision are the deep-rooted aspects of China’s food safety regulation problem lies in. To break through the predicament, we must strengthen the regulatory capacity of large enterprises, strengthen corporate responsibility; the formation of the central vertically managed risk assessment agencies; form a complementary regulatory network and mobilize social forces to share responsibility for food regulatory responsibilities.
