征地拆迁是铁路基本建设项目前沿性基础工作,施工未动、征地先行。征地拆迁是否顺利关系到在建项目的速度和工期,直接影响施工单位的效益和信誉,更严重的影响到社会的稳定,其资料是否完整和详实还关系着最后的竣工移交。笔者从1992年起从事过三条铁路建设项目的征地拆迁工作,这三条铁路建设项目有复线和新线,虽然都是同一样的工作,遇到的建设环境和管理模式却不一样,而且执行的政策法律、法规要求越来越严。下面结合自己十余年工作实践,从四个方面谈谈个人的认识和体会,仅供借鉴和参考。 Land acquisition and house demolition are the basic work of cutting-edge railway infrastructure projects, construction is not moving, land acquisition first.
