作为一个传统的文明礼仪之邦,尊老、爱老、敬老一直是中华民族的传统道德范式之一.党中央一直对离退休干部的离退休生活给予了高度关注,如习总书记在讲话中指出,在新的历史时期,必须对离退休干部的退养生活给予高度的关注和重视,以全新的工作方式、积极的工作态度、炽热的工作热情,落实好离退休干部的生活保障工作.习总书记进一步指出,离退休干部的工作经验、学识学养乃是全社会的一笔重要财富,特别是随着社会生活水平的提升,离退休干部在物质生活得到满足的情况下,其对于精神文化生活的诉求正日益提升,因此,各级相关部门必须对离退休干部的精神文化生活诉求给予积极的回应,进而为其构建全新的“文化养老”模式,以便使其能够安度晚年.
