以往关于政府R&D支出行为的研究往往忽视了政府行为的空间依赖性对R&D空间分布的影响。采用空间计量方法对我国政府R&D投入的空间外部性及其驱动因素进行了经验研究。结果表明,政府R&D投入具有显著的正向空间依赖性,相邻地区政府R&D投入的增加能够引致本地区加大政府R&D投入。以往以税收竞争为主的地方政府竞争模式逐步向包括提供科研基础平台服务的公共服务支出竞争改变。上述结论的得出为最优政府科技财政分权规模的确定提供了一个新的分析视角。
In the past, the research on government R & D expenditure often neglected the spatial dependence of government behavior on the spatial distribution of R & D. Empirical study on the spatial externality of R & D investment and its driving forces in China by using spatial measurement method. The results show that the government R & D investment has a significant positive spatial dependence, and the increase of R & D investment by the neighboring regions can lead to the increase of government R & D investment in the region. In the past, the competition pattern of local governments, which mainly focused on tax competition, gradually changed the competition in public service expenditures, including the provision of research-based platform services. The conclusion drawn above provides a new analytical perspective for the determination of the size of the optimal government science and technology fiscal decentralization.
