建国以来,国家每年都对水利建设投入大量资金。随着国民经济发展,这种投资规模愈来愈大。每个地区或部门都面临着在若干竞争项目间作出合理的投资决策问题。如何合理分配水利投资,加强水利建设计划决策工作的科学性,提高投资的经济效果,促进水利建设更好地为国民经济建设服务,是亟待研究解决的问题。本文试图提出水利资金分配的数学模型和两种分配方法来探讨在经济准则起主导作用下,有限资金在若干竞争项目间的合理分配问
Since the founding of the People’s Republic of China, the country has invested a large amount of funds for water conservancy every year. With the development of the national economy, this investment is getting bigger and bigger. Each region or department is faced with the issue of making sound investment decisions among several competing projects. How to rationally allocate water conservancy investment, strengthen the scientific nature of water conservancy construction plan decision-making, increase the economic effect of investment, and promote water conservancy construction to better serve the national economic construction are urgent issues to be studied and solved. This paper attempts to propose a mathematical model for allocation of water resources and two allocation methods to explore the rational allocation of limited funds among several competing projects under the leading role of economic norms.
