今年是最高人民法院提出创建的“基层基础年”，为此，最高人民法院专门召开了全国法院加强基层建设工作会议，更加明确了加强人民法院基层建设的重要性和紧迫性。人民法庭是人民法院的基层基础，其审判质量和工作效率决定了人民法院办案的总体水平，直接关系到整个人民法院的形象。因此，新时期如何建设和发展人民法庭，是摆在我们面前迫切需要研究和解决的问题。为此，本期选登了江西省九江市中级人民法院、辽宁省大连市经济技术开发区人民法院的两篇文章，作者分别从不同的角度阐述了各自的观点，希望能给大家以启迪。
This year is the “Basic Year for Basic Grass-roots Units” proposed by the Supreme People’s Court. Therefore, the Supreme People’s Court held a special meeting for strengthening work of grass-roots units by courts across the country and further clarified the importance and urgency of strengthening people’s courts at the grass-roots level. People’s courts are the basic foundation of people’s courts. The quality of their trials and the efficiency of their work determine the overall level of cases handled by the people’s courts and are directly related to the image of the entire people’s court. Therefore, how to build and develop the people’s court in the new period is an issue urgently needed to be studied and solved before us. For this reason, two articles selected by the Intermediate People’s Court of Jiujiang City of Jiangxi Province and the People’s Court of Dalian Economic and Technological Development Zone of Jiangxi Province in this issue were expounded separately from different perspectives, hoping to inspire everyone.
