20世纪 70年代是国际社会发生转折的历史时期 ,世界政治发展呈现出以国家行为体和非国家行为体之间相互影响为特征的新趋势。在相互依赖的关系网络中 ,南北之间的相互依存是一种典型的不对称相互依赖。 80年代以来墨美关系的发展在一定程度上可以作为分析南北间相互依存的典范。 1 994年墨、美、加 3国签署了北美自由贸易协定 ,它为墨西哥提供了墨美合作的机制保障 ,双边关系的相互依存进入了新阶段。作者从跨国管理、非国家行为体的作用、国内政治力量的跨国联系、议题的多样性、利用相互依赖的敏感性与脆弱性、国内利益的分化提出的新的政治要求这些方面考察了墨美之间的相互依存性
The 1970s was a historic period of turning point in the international community. World political development showed a new trend characterized by the interaction between state actors and non-state actors. In interdependent networks, interdependence between North and South is a classic asymmetric interdependence. The development of relations between Mexico and the United States since the 1980s can, to a certain extent, serve as a model for analyzing the interdependence between North and South. In 1994, Mexico, the United States and Canada signed the North American Free Trade Agreement (FTA), which provided Mexico with a mechanism guarantee for the cooperation between Mexico and the United States. The interdependence of bilateral relations has entered a new phase. The author examines the differences between the two countries in terms of transnational management, the role of non-state actors, the transnational relations of domestic political forces, the diversity of issues, the sensitivity and vulnerability of using interdependence, and the new political demands put forward by the differentiation of domestic interests.
