作为县级局(分公司),如何积极开展“建设严格规范、富有效率、充满活力的中国烟草呢?笔者认为,首先要紧紧抓住”人“这个关键因素,在解决员工观念守旧、缺乏信念、没有竞争的危机感上下功夫,提升员工素养;在解决员工知识结构单一、文化知识面狭窄上下功夫,提升员工综合素质;在解决员工激励创新上下功夫,激发员工活力。员工素质提升,活力得到激发,积极性增强,为建设严格规范、富有效率、充满活力的烟草企业奠定坚实基础。
