警察院校遵循教育要“三个面向”的战略方针,建立起人才培养的多元化途径和体制,在办学领域内积极涉足于社会急需的、普通类、非公安应用型专业人才的培训工作。近几年来,正以长足之势在发展着。要办好非公安类专业,须不断引进或长期聘任非公安专业人才作为师资储备,此举在警察院校办学条件下发挥的作用是不可或缺的。随之而来的是对于那些在身份管理上属于“社会人”的师资管理的规范化及其对于教学任务的正常开展所起作用就显得尤为重要。完善运行机制须摆在学院议事日程的首位来予以对待。
