一、前言 海洋环境预报中心每时每刻都要接收来自海洋上的实时水文气象信息,然后再对这些信息进行加工处理,并利用多种数理统计方法和数值计算模式,做出海洋水文气象预报和速报。通过电视、广播以及无线传真、邮寄等多种形式,将这些预报和速报及时地传递到在海洋上活动的交通运输、石油开发、渔业生产等产业部门,供它们参考使用,从而产生明显的社会效益和经济效益。 不言而喻,发布海洋环境预报和速报的基础是来自海洋上的资料信息。对于预报部门来说,这种物质保证如同“粮食”和“水”一样重要。如果没有来自海洋上的资料信息,无论有多好的数学模式,也是无能为力的。另一方面,即使有资料信息,如果资料的信息少或者准确度不高,那么做出的预报也是难以准确的。因此采取多种途径,广泛获取准确的海洋信息是十分重要的。 二、渔船测报的必要性及其实施
