当前体育用地缺少主要原因在于政府财力有限与企业逐利倾向,导致违法变更体育用地成为有利可图的事情。因此,有必要进行资产化经营与管理原本属于“公共品”或“准公共品”性质的体育用地。然而,国家法律、法规与相关文件对于体育用地概念的界定,在实际操作中却不具有可操作性。对“城市居民社区体育用地”概念的界定以及范围的识别,更有代表性的反映出城市体育用地所具有的特性。在其资产化过程中,在分析公共部门与私人部门的建立合作步骤基础上,探讨不同公私合伙制模式及其在操作上差异性,并从制度和操作两个层面提出了建设性意见。
The current lack of sports land is mainly due to the limited financial resources of the government and the profit-making trend of enterprises, resulting in illegal alteration of sports land has become a profitable thing. Therefore, it is necessary to carry out asset management and management originally belonging to the “public goods” or “quasi-public goods” nature of sports land. However, the definition of the concept of sports land by national laws, regulations and related documents is not practical in practice. The definition and scope of the concept of “sports land for urban residents” reflects the characteristics of urban sports land more typically. In the course of its assetization, based on the analysis of the establishment and cooperation steps between the public sector and the private sector, this paper explores the different modes of public-private partnerships and their operational differences, and puts forward constructive suggestions from both the institutional and operational levels.
