近年来,全省各地、部门和单位,一批批新任领导纷纷走马上任,这是干部人事工作中的正常现象。可是笔者深入基层调查研究时发现,有不少群众对“新官”不理“旧事”的问题反映强烈。例如,新官到任,不分青红皂白,否定前任做的事情和既定的工作计划,而“重打锣鼓另开场”;一些已经做的事和开展的工作因领导的变更半途而废,使有些群众对党的政策的连续性产生怀疑和误解。
