本文对起源于英国快速城市化时期的英格兰乡村保护委员会及其倡导的乡村保护运动(Council for the Protection of Rural England, Campaign to Protect Rural England, CPRE)进行了分析,旨在为我国乡村规划和发展提供相关政策建议。文章回顾了CPRE的成立背景、基本理念与工作领域,成员构成及组织形式,从公众教育、立法监督、科学参与三个方面介绍了CPRE的工作模式与策略。本文认为,在当前中国城镇化进程由量转质的转型过程中,乡村规划和发展应当引导公众认知乡村价值,重塑社会观念;完善乡村保护法律体系,推动乡村法制化管理、常态化监督;重视非政府组织作用,引导其运用技术力量和公众影响力,科学化参与乡村规划过程。
This article analyzes the England Rural Protection Commission and its Campaign to Protect Rural England (CPRE), which originated from the rapid urbanization in Great Britain, and aims to provide a good example for rural planning and development in China Provide relevant policy advice. The article reviews the background, basic concepts and areas of work, membership and organizational form of CPRE, and introduces the work mode and strategy of CPRE from three aspects: public education, legislative supervision and scientific participation. This paper argues that in the process of transformation from quantity to quality in the process of urbanization in China, the planning and development of the village should lead the public to recognize the value of the village and reinvent the concept of society. It should also improve the legal system of village protection and promote the administration of the legal system in rural areas and the normalization of supervision ; Attaches importance to the role of non-governmental organizations and guides them to use scientific and technological forces and public influence to participate scientifically in the rural planning process.
