我们这里刊发的是美国史密森研究院档案馆原馆长威廉·W·莫斯先生几年前写给中国国家档案局的一份报告。莫斯先生曾多次访问中国,1992年秋应国家档案局之邀来华讲学。退休后又在北京外交学院任教。莫斯先生对中国的档案事业给予了极大的关心。在华期间,他在向中国档案工作者介绍美国档案工作经验的同时,也参观考察了中国几十个档案馆,多次在《中国档案》杂志等报刊介绍他对中国档案工作的观感。尽管这份报告不能不反映他作为一个美国档案工作者的档案观、价值观,但他提出的许多看法对我们认识自己的工作也颇有启发。我们将这份报告摘译刊发出来,供读者参考。
What we are publishing here is a report that Mr. William W. Moser, former curator of the Archives of the Smithsonian Institution, wrote to China’s National Archives a few years ago. Mr. Moss visited China many times and was invited to come to China for lectures by the National Archives in the fall of 1992. After retiring, he taught in Beijing Foreign Affairs University. Mr. Moss has given great care to the file industry in China. During his stay in China, while briefing Chinese archivists about the work of archives in the United States, he also visited dozens of archives in China and briefed many newspapers and periodicals like China Archives on his perception of archival work in China. Although this report can not fail to reflect his archival values and values as a U.S. archivist, many of his ideas are also inspiring to our understanding of our own work. We will publish this summary report for readers’ reference.
