“依法治国，建设社会主义法治国家”，已正式载入我国宪法。但是，从过去习惯的“人治”过渡到“法治”总有一个过程。目前依法治国突出的问题是，法治观念还没有真正树立；法律监督机制未真正发挥作用；立法上还不够规范和完善；执法、司法严重不公，不能取信于民。鉴此，我们应当加大法制宣传教育的力度，培养全社会的法律意识和法制观念；加强法律监督，严格秉公执法和司法；健全法制体系，提高立法质量。 The principle of “governing the country according to law and building a socialist country ruled by law” has been formally incorporated into our country’s constitution. However, there is always a course of transition from the “rule of man” used in the past to the “rule of law.” At present, the outstanding issue of governing the country by law is that the concept of the rule of law has not yet been truly established. The legal supervision mechanism has not really played its role. Nor is it normative and perfective in legislation. The law enforcement and judiciary are seriously unfair and can not win the trust of the people. In view of this, we should step up publicity and education in the legal system, cultivate legal awareness and the concept of the legal system in the whole society, strengthen legal supervision, strictly enforce the law and justice, improve the legal system and improve the quality of legislation.
